Missourians for Constitutional Freedom is a statewide coalition of organizations and concerned citizens from across the state working to establish the right for all Missourians to make decisions about our own reproductive health care – including abortion, birth control, and miscarriage care – without interference from out-of-touch politicians. We are required to collect 172,000 valid signatures by May 5th, 2024, to ensure Missourians get to vote on ending our cruel abortion ban at the ballot.


Greater Kansas City Region

Knock Doors and Gather Signatures for MCF in the Greater Kansas City Region!


Join Missourians for Constitutional Freedom as we canvass to collect signatures across Missouri!  We will be knocking doors to gather signatures in the Kansas City region specifically in eastern Jackson County. Shifts are 5 hours long: 1 hour for learning how to knock doors and use MiniVAN, 3 hours of canvassing and 1 hour for notarization and turn-in.

TELL HOUSE RULES - REGULATORY OVERSIGHT COMMITTEE TO REJECT HCS HJR 131 PROPOSED CONSTITUTIONAL ABORTION BAN!


HCS HJR 131 is a proposed constitutional amendment that would lock an abortion ban into the MO Constitution with voter approval. HCS HJR 131 will be heard in the The House Rules - Regulatory Oversight Committee TODAY Monday April 15 at 4:30 PM in Hearing Room 1.  See list of committee members below! 


HCS HJR 131 if approved would:


  • Make it a felony to perform or induce an abortion in nearly all circumstances. “A person who violates this provision will be guilty of a class B felony and subject to the suspension or revocation of his or her professional license.”  


  • Constitutionally prohibit abortion “from the moment of conception” except in cases of medical emergency. Provides no exceptions for pregnancies resulting from rape or incest.


  • HCS HJR 131 mirrors Missouri’s existing statutory ban on abortion. However, enshrining the ban in the state constitution would prohibit lawmakers from later repealing or relaxing restrictions without asking voters to ratify another amendment. 


If the legislature passes HCS HJR 131 it would automatically would go on the Nov. 6 statewide ballot where it likely would compete with Missourians for Constitutional Freedom’s constitutional amendment seeking to END Missouri’s cruel abortion ban and PROTECT reproductive rights, including abortion and access to contraception. MCF’s initiative petition to put the abortion rights measure to a statewide vote is currently being circulated and is expected to be submitted by the early May deadline for qualifying for the fall ballot.

TELL YOUR STATE SENATOR TO OPPOSE CHANGES TO THE INITIATIVE PETITION PROCESS IN House Committee Substitute, House Joint Resolutions HCS HJRs 86, 72, 119


HCS HJRs 86, 72, 119


  • Would undermine majority rule by enabling a minority of voters to block ratification of future constitutional amendments supported by the majority.


  • Seeks to impose a concurrent majority requirement of both a simple majority of votes cast statewide, as well as approval in at least five of Missouri’s eight congressional districts. Ratification traditionally has required only a simple statewide majority. According to an analysis by the Missouri Independent, it would be mathematically possible under this system for just 23 percent of voters to thwart ratification.


  • Includes so-called “ballot candy” – unrelated provisions intended to deceive voters into supporting legislation they would otherwise likely oppose. Those provisions include specifying that non-citizens can’t vote and that foreign governments can’t sponsor or finance initiatives – provisions that are already existing law.

TELL YOUR STATE SENATOR TO OPPOSE CHANGES TO THE INITIATIVE PETITION PROCESS IN HOUSE BILL - HOUSE COMMITTEE SUBSTITUTE HCS HB 1749 



  • Sets up hurdles for the initiative petition (IP) process through multiple administrative actions. 



  • Require 30 day residency requirement for signature gatherers increases the costs of initiative petition efforts and complicates the process, unreasonably restricting the talent pool of signature gatherers


  • Add restrictions on residency that excludes recently transferred military to participate in the signature gathering process as well as students and others who move to Missouri and want to contribute immediately

  • Weakens Missouri's initiative petition process by adding a concurrent majority of the total votes cast statewide plus a majority of state congressional districts.


  • This bill would give preference or more weight to a vote based on zip code or acreage; each vote should count equally regardless of where you live



  • Since 1907 the Citizen Initiative Petition process has provided for direct participation and Missourians have been able to make their voices heard.
