Recently the House passed two bills that would harm hard-working Missourians. HB 1413 would require most public sector unions to get annual reauthorization from members to use paycheck withholding to collect their dues and other fees, also known as “paycheck deception”, and House Committee Substitute for HB 1729, HB 1621, HB 1436 would eliminate the requirement that contractors and subcontractors on public projects pay employees the prevailing wage where the project is being completed and instead require workers to be paid the state or federal minimum wage whichever is higher.


Indivisible MO opposes HB 1413 paycheck deception and House Committee Substitute for HB 1729, HB 1621, HB 1436 repeal of prevailing wage because:

  • HB 1413 creates unnecessary and costly regulation on unions. Dues make it possible for unions to provide a multitude of critical resources for their members. Paycheck deception laws like HB 1413 are designed to place obstacles in the way of collecting those dues and force unions to waste time and money in order to be in compliance.

  • House Committee Substitute for HB 1729, HB 1621, HB 1436 repeal of prevailing wage will encourage out of state companies to undercut local companies by paying lower wages. Reduced wages will attract less skilled out-of-state workers undercutting Missouri laborers. That means less money staying in Missouri, less money for Missouri families and hurting our economy.

  • Where unions are under attack, all workers are harmed. We know in states with anti-union laws, wages and incomes are lower, workplace injuries and deaths are higher, workers have fewer benefits including less health insurance coverage.

  • Anti-union legislation is being pushed by big corporations and out of state billionaire donors. Just like so called Right to Work legislation passed last year, we know anti-union legislation is backed by dark money groups funded by out of state corporate billionaires putting profit over people and looking out for their own bottom lines, not for the interests of hard working Missourians and their families.
