GOV. PARSON REJECTS SPECIAL SESSION PROTECTING BIRTH CONTROL, ECTOPIC PREGNANCIES LEAVING MEDICAL PROVIDERS UNSURE OF LEGAL TREATMENT OPTIONS
Last week Gov. Mike Parson said that “he will not call a special session to pass legislation to protect access to contraceptives and the ability of doctors to treat ectopic pregnancies. Senate Minority Leader John Rizzo, D-Kansas City, and House Minority Leader Crystal Quade, D-Springfield, called on the governor earlier this week to hold a special session to clarify that doctors can still help patients whose pregnancies are not viable and that birth control remains legal now that the state bans abortions.”
“Parson said that if the legislature decides to address those issues, it should be during its normal session where they can speak with doctors and patients about health concerns.
The Governor offered this stunning explanation for rejecting the call for a special session–“Bureaucrats and attorneys don't need to be the ones deciding on what is life threatening,” Parson said. “Doctors need to have a seat at that table, and frankly they're more qualified to be able to make that decision than anybody else is.”
Minority House Leader Rep. Crystal Quade said it is “unacceptable for the legislature to wait until next year to address contraception and medical emergencies. “We have medical professional providers right now unsure on how they should be handling treatment of their patients,” Quade said. “We've seen hospitals already go back and forth on decisions on whether or not they provide things like emergency contraceptives. But when we're also talking about ectopic pregnancies, I have providers calling and asking, at what point do we intervene? And when we have such a law that is so unclear that medical providers still aren't sure what to be doing, we absolutely cannot wait any longer.”

VOTER RESTRICTION BILL HB 1878 WILL TAKE EFFECT AUGUST 28, 2022
GOVERNMENT ISSUED NON-EXPIRED PHOTO ID REQUIRED
Under this bill, all voters must produce a photo ID that is issued by the state of Missouri such as a driver’s license or non-driver’s license, or other government issued photo ID. No other non-photo forms of ID will be acceptable for identity verification when voting, including the voter registration card from your election authority or Missouri student ID.
VOTER REGISTRATION
No one is allowed to be paid for voter registration. Prohibits helping more than 10 individuals register to vote unless registered with the Secretary of State’s office as a Voter Registration Solicitor. Failure to register with the SOS could result in a Class 3 Election Offence, the penalty for which is “imprisonment of not more than one year or by fine of not more than two thousand five hundred dollars, or by both such imprisonment and fine:”

With HB 1878 going into effect in August, we need volunteers to start submitting their Voter Registration Solicitor registration form to the Secretary of State’s office. Note: the deadline has passed for registering to vote in the Aug 2 election, but we need volunteers to get as many voters as possible registered by October 12 for the November 8 election.

QUALIFICATIONS TO BE A MISSOURI VOTER
In order to register to vote, an individual must be:
• A citizen of the United States;
• A resident of the State of Missouri; and
• 17 years and 6 months of age (must be 18 by Election Day).
YOU ARE ENTITLED TO VOTE
A person:
• Must be registered to vote in the jurisdiction of the person's domicile prior to the election;
• Cannot be imprisoned;
• Cannot be on probation or parole after conviction of a felony;
• Cannot have been convicted of a felony or misdemeanor connected to voting; and
• Cannot have been declared incapacitated.

REPUBLICAN PROMISES MORE EXTREME ABORTION RESTRICTIONS AND PUNISHMENTS
Republican Rick Brattin would support prosecuting doctors who provide abortions to those coming from out of state, should he replace Rep. Vicky Hartzler’s seat in the 4th U.S. Congressional District. Currently a MO State Senator, Rick Brattin of Harrisonville was among the Republican candidates in a GOP candidate debate last week answering a question of whether Congress should penalize people who cross state lines to obtain abortions. “Brattin, who said he tried to get a bill passed allowing lawsuits against anyone helping a woman obtain an abortion that was illegal in Missouri, said he would “absolutely” support a bill to make it a federal crime for a doctor to provide an abortion to someone from another state.”

U.S. HOUSE DEMOCRATS TAKE ACTION FOR ABORTION PROTECTIONS PASSING TWO BILLS
On Friday the U.S. House “voted to restore abortion rights nationwide in Democrats’ first legislative response to the Supreme Court’s landmark decision overturning Roe v. Wade. The bill has little chance of becoming law, with the necessary support lacking in the 50-50 Senate. Yet voting marks the beginning of a new era in the debate as lawmakers, governors and legislatures grapple with the impact of the court’s decision. The legislation passed 219-210. The House also passed a second bill to prohibit punishment for a woman or child who decides to travel to another state to get an abortion, 223-205. “Just three weeks ago the Supreme Court took a wrecking ball to the fundamental rights by overturning Roe v. NEXT JAN. 6 HEARING THURSDAY JULY 21
The seventh Jan. 6 committee hearing will take place Thursday, July 21 at 7 p.m. CST.
Although the committee has not confirmed who will appear in Thursday’s hearing, Virginia Democratic Rep. Elaine Luria said, "There will be a lot of information, a lot more clarity about the details of the things that happened that day, what the people who were working in the White House, working around the President and even people who were advising him to do things, actions that he was not taking based off of their reasoned advice…I look at it as a dereliction of duty. More testimony from Pat Cipollone is expected to be included as well as testimony from Trump White House press secretary, Sarah Matthews. Other new witnesses are expected to appear who will verify the ways people in the White House were trying to stop the violence. The committee will also subpoena the Secret Service to investigate the deleted texts that were reported last week. “The committee focused on the role of extremist groups and how the violent mob came together. The hearing explored the Trump administration's connections to these groups, such as the Proud Boys and the Oath Keepers, ahead of the riot.” Attention was given to Trump’s tweet urging his followers to come to the march, as well as concerns expressed by staff, Roger Stone’s relationship to extremist groups, and Trump’s attempt to contact a witness in the proceedings. An average of 2,165 cases per day were reported in Missouri in the last week. Cases have increased by 29 percent from the average two weeks ago.
Deaths have decreased by 53 percent.
Since the beginning of the pandemic, at least 1 in 4 residents have been infected, a total of 1,554,261 reported cases. At least 1 in 292 residents have died from the coronavirus, a total of 21,007 deaths.
January 2022 was the month with the highest average cases, while November 2021 was the month with the highest average deaths in Missouri.

State of Covid U.S. - Update for July 13
Following a long period in which new reports of cases were relatively consistent, the number of cases announced in the U.S. each day is again on the rise.
The daily case average grew to more than 129,000 on Tuesday, and cases are rising in more than 40 states. Since cases have always been an undercount, it is likely that the true number of cases is far higher — particularly since test positivity rates are also increasing sharply nationwide.
These increases come as the BA.5 variant, believed to be the most transmissible variant yet of the coronavirus, is emerging as the country's dominant virus strain.
Hospitalizations are also rising in the U.S. That pattern is similar to hospitalization surges seen earlier this summer in countries where BA.5 first began to circulate. More than 37,000 people are in American hospitals with the coronavirus on an average day, an increase of 17 percent since the start of the month.
Reporting on deaths tied to the coronavirus is volatile at the moment, partly because of gaps in reporting over recent holidays. About 400 deaths are being reported each day nationwide, down from more than 2,600 a day at the height of the Omicron surge.
