04/11/22 - Missouri Mondays - Celebrate the historic SCOTUS confirmation of Ketanji Brown Jackson!

Protect abortion access, MO citizens initiative petitions, public education and more!

Welcome to another Missouri Mondays and another busy week of important events and actions! Thanks for staying informed and using your voice to make a difference!

CELEBRATING THE HISTORIC CONFIRMATION OF PRESIDENT BIDEN’S SUPREME COURT NOMINEE JUDGE KETANJI BROWN JACKSON!

Vice President Kamala Harris, the first woman, first Asian American and first African American to hold that office, presided over the historic vote in the Senate last week paving the way for Judge Ketanji Brown Jackson to become the first Black woman to serve on the U.S. Supreme Court. Delivering remarks on Friday at the White House event celebrating her confirmation, Judge Jackson said, “It has taken 232 years and 115 prior appointments for a Black woman to be selected to serve on the Supreme Court of the United States. But we've made it. We've made it, all of us. All of us. And -- and our children are telling me that they see now, more than ever, that, here in America, anything is possible.”

MISSOURI LEGISLATURE - ACTIONS TO MAKE A DIFFERENCE THIS WEEK!

TELL YOUR REPRESENTATIVE TO REJECT CHANGES TO INITIATIVE PETITION PROCESS!

House Joint Resolution HJR 132 and HJR 133 modify the requirements for votes needed to implement a constitutional amendment and both are up for 3rd Read in the House this week.

Upon voter approval of HJR 132 or HJR 133

  • Initiative petitions would require more votes to pass. Currently, proposed citizen amendments pass by a simple majority of votes cast.

  • Any Constitutional amendment must receive both a majority of statewide votes and a majority vote in more than one half of the State House of Representative Districts in order to become effective.

  • The above requirements would also apply to Constitutional changes or amendments proposed during a Constitutional convention held under article XII, section 3(c) of the Constitution of Missouri.

See HJR 132 Bill Summary here: https://www.house.mo.gov/billtracking/bills221/sumpdf/HJR0132P.pdf

TELL YOUR REPRESENTATIVE TO VOTE NO ON SJR 38 AND SB 678! LEAVE POLICE FUNDING UP TO LOCAL GOVERNMENTS!

Senate bills SJR 38 AND SB 678 passed in the Senate and are up for 3rd Read in the House this week.

SJR 38 - The state would not have to fund any additional budget required for police.

  • Under current law, the General Assembly cannot require a city to increase an activity or service beyond that required by existing law, unless a state appropriation is made to pay the city for any increase costs.

  • This proposed Constitutional amendment, if approved by the voters, provides an exception to allow for a law that increases minimum funding, if increased before December 31, 2026, for a police force established by a state board of police commissioners to ensure they have additional resources to serve their communities.

SB 678 - Kansas City must spend 25% of its general revenue on police without additional funding from the state.

  • Under current law, the city of Kansas City is required to provide one-fifth of its general revenue per fiscal year to fund the Kansas City Board of Police.

  • This act increases such funding to one-fourth of the city's general revenue.

  • This act contains an emergency clause.

TELL YOUR STATE SENATOR TO VOTE NO ON DIVERTING PUBLIC DOLLARS AWAY FROM LOCAL SCHOOL DISTRICTS!

House Bill HB 1552 changes provisions related to funding for charter schools. HB 1552 has passed in the House and is up for 3rd Read in the Senate.

  • Diverts money away from our local school districts to privately managed, unaccountable schools.

  • Deprives our community-based schools of needed resources and undercuts local community standards and values.

  • Public money must come with public accountability.

  • All schools that seek public funding must have the same standards of accountability, transparency, and respect for the rights of students, staff, and parents.

  • Unless or until charter schools are accountable to local and democratically elected bodies they should not have access to public funding.

TELL YOUR SENATOR TO VOTE NO ON HB 1552 and ANY legislation that seeks to move public money intended for public schools to any privately managed, unaccountable schools!

~~~~~~~~
TELL YOUR STATE ELECTEDS TO REJECT ATTACKS ON ABORTION AND VOTE NO ON HB 2012 AND HB 2810!
HB 2012 passed in the House and is now in the Senate. If it becomes law:
  • Could take funding from hospitals that provide emergency abortions and put our state’s Medicaid funding in jeopardy.
  • Ectopic pregnancies are not explicitly excluded so would fall under the broad umbrella of abortions included in the bill. An ectopic pregnancy occurs when the egg is implanted outside the uterus. Such pregnancies are not viable and can be life-threatening to the mother.
  • Obtaining abortion drugs through the mail for an ectopic pregnancy would be a Class B felony
See the perfected bill summary for HB 2012 here: https://house.mo.gov/billtracking/bills221/sumpdf/HB2012P.pdf
HB 2810 is on the House calendar for Perfection.
  • Establishes the offense of trafficking abortion-inducing drugs if a person or entity knowingly imports, exports, distributes, delivers, manufactures, produces, prescribes, administers, or dispenses, or attempts to do so, any medicine, drug, or other means or substance to be used to induce an abortion on another person in violation of state or federal law. The offense is a Class B felony.
  • HB 2810 also makes treating ectopic pregnancies illegal
CRISIS IN UKRAINE - HOW YOU CAN HELP
HOW TO HELP
  • WORLD CENTRAL KITCHEN - Help us provide fresh meals to communities in need. On Feb 24, Russia launched a large-scale attack on neighboring Ukraine, invading the country on several fronts. As a result, millions have fled their homes in search of safety. Working at a 24-hour pedestrian border crossing in southern Poland, WCK began serving hot, nourishing meals immediately. Now, we've expanded our efforts to serve people across the region in Romania, Moldova, and Hungary. WCK is also partnering with restaurants inside of Ukraine to get hot meals to anyone in need. Make a donation to WCK here: https://donate.wck.org/give/393234#!/donation/checkout
  • RED CROSS - The International Committee of the Red Cross is supporting the Ukrainian Red Cross right now. The groups are supporting food-producing initiatives, repairing infrastructure, and helping hospitals, schools, mental health facilities and community centers. You can make a one-time donation or a monthly contribution here: https://www.icrc.org/en/donate
  • SUNFLOWER OF PEACE - Sunflower of Peace Foundation is a non-profit organization committed to helping Ukrainians affected by the Russian military invasion. Donate here: https://www.sunflowerofpeace.com/
