MISSOURI LEGISLATURE - ACTIONS THIS WEEK!




STOP MO GOP EXTREME ATTACK ON ABORTION IN HOUSE BILL HB 2810!

Representative Seitz radical House Bill HB 2810 would:

  • Make performing an abortion before 10 weeks of pregnancy a class A felony in Missouri — punishable by anywhere from ten years to life in prison.

  • Make no exception for ectopic pregnancies which occur when the egg is implanted outside the uterus, are not viable pregnancies and can be life-threatening to the mother. In other words HB 2810 would make treating ectopic pregnancies illegal!

The bill received national attention in an article in NBC’s online Today “Democratic state Representative Keri Ingle, who was present at the hearing, said there was "some confusion on what ectopic pregnancies are" by her Republican colleague.”

Ectopic pregnancies are 100% non-viable, and if allowed or forced to continue would result in organ rupture, severe internal bleeding, possible infertility and even death. They are the leading cause of death for pregnant people in the first trimester.

TELL YOUR STATE SENATOR TO VOTE NO ON DIVERTING PUBLIC DOLLARS AWAY FROM LOCAL SCHOOL DISTRICTS!

  • HB 1552 has passed in the House and is now in the Senate

  • Diverts money away from our local school districts to privately managed, unaccountable schools.

  • Deprives our community-based schools of needed resources and undercuts local community standards and values.

  • Public money must come with public accountability.

  • All schools that seek public funding must have the same standards of accountability, transparency, and respect for the rights of students, staff, and parents.

  • Unless or until charter schools are accountable to local and democratically elected bodies they should not have access to public funding.

TELL YOUR STATE ELECTEDS TO SAY NO TO ALL ATTACKS ON INITIATIVE PETITIONS!

The initiative petition process has been in place for 115 years and the MO GOP must stop trying to silence the people’s voice by making the initiative petition process harder!

House Joint Resolution HJR 130 - Modifies requirements for votes required to implement a constitutional amendment

  • Proposes increasing the threshold for passing proposed constitutional amendments.

  • Currently, proposed citizen amendments pass by a simple majority of votes cast.

  • Proposes requiring passage by at least 50% of votes cast, PLUS gaining a majority vote in at least 50% of state house districts.

  • This could dilute votes of more populous areas, and result in rejection of measures that captured a majority of votes.

HJR 91 and HJR 79 have already passed the House and are now in the Senate.

House Joint Resolution (HJR) 91 Modifies the initiative petition process for amendments to the constitution. Summary here: https://house.mo.gov/billtracking/bills221/sumpdf/HJR0091P.pdf

  • Under House Joint Resolution HJR 91, once signatures were submitted on an initiative proposing a constitutional amendment, the legislature would have the opportunity to modify the proposed constitutional language. If the initiative sponsor accepted the changes, voters could ratify the measure with a simple majority of votes cast. If the sponsor opted to go with the original version, a two-thirds majority of votes cast would be needed.

  • HJR 91 also would more than double the number of signatures required to put a proposed constitutional amendment on the ballot from roughly 172,000 currently to about 350,000. If the Senate also approves the measure, it would go on the Nov. 8th statewide ballot and require support from just a simple majority for ratification.

  • Upon voter approval, this proposed Constitutional amendment would require an amendment to the state Constitution to achieve a two thirds supermajority vote for passage.

  • Specifies that the Constitutional phrase "legal voter" is defined as an individual who is a citizen of the United States, a resident of Missouri, and who is properly registered to vote.

  • The resolution also requires petition signatures to place a measure on the ballot as a Constitutional amendment to be collected in each Congressional district using a percentage requirement of 10%. Laws may be placed on the ballot using a percentage requirement of 5%.

TELL YOUR REPRESENTATIVE TO REJECT MAKING VOTING HARDER FOR MISSOURIANS WITH DISABILITIES!

House Bill HB 2633 - Requires all ballots to be counted by hand and for such counting process to be recorded

  • Would phase out electronic voting machines and require hand-counted paper ballots beginning January 2023.

  • While the legislation would provide for assistance in marking devices for individuals with disabilities, it expressly provides that electronic machines for voters with disabilities will be phased out beginning in 2023.

  • This could impede the ability of certain voters with disabilities to cast a secret ballot - for example voters with visual impairments who can currently cast a secret ballot on the machines, but who would need assistance from someone else to mark their ballot under this legislation.

SCHOLARSHIP OPPORTUNITY FOR YOUNG WOMEN SET TO GRADUATE FROM HIGH SCHOOL THIS YEAR!

The Women Legislators of Missouri are sponsoring scholarships for young women set to graduate from high school this year. The scholarship program was created to provide financial assistance to students on the basis of leadership, academics, and community service. Candidates must fill out an application & are required to submit a 500-word essay answering the question, “If you were a state legislator, what would you hope to accomplish and why?” The application can be found here: http://bit.ly/molegwomen
