03/14/22 - Missouri Mondays - MO Legislature may be on break but WE WILL KEEP UP THE FIGHT!

THE FIGHT against MO GOP extreme attacks on abortion, making initiative petitions harder, guns in churches and on public transportation!

Welcome to another Missouri Mondays and another busy week of important events and actions! Thanks for staying informed and using your voice to make a difference!

MISSOURI LEGISLATURE ON BREAK BUT KEEP PUSHING BACK WITH THESE ACTIONS!

STOP MO GOP EXTREME ATTACKS ON ABORTION! CALL YOUR REPRESENTATIVE AND MEMBERS OF THE SPECIAL COMMITTEE ON GOVERNMENT OVERSIGHTS AND TELL THEM TO VOTE NO ON HB 2810!

Call your representative and members of the Special Committee on Government Oversight (see members below) and tell them to vote NO on Rep. Seitz radical House Bill HB 2810.

  • This bill would make performing an abortion before 10 weeks of pregnancy a class A felony in Missouri — punishable by anywhere from ten years to life in prison.

  • This bill makes no exception for ectopic pregnancies which occur when the egg is implanted outside the uterus, are not viable pregnancies and can be life-threatening to the mother.

Rep. Jered Taylor 573-751-3833

Rep. J. Eggleston 573-751-4285

Rep. Dottie Bailey 573-751-0562

Rep. Scott Cupps 573-751-1488

Rep. Dirk Deaton 573-751-9801

Rep. David Evans 573-751-1455

Rep. Bill Falkner 573-751-9755

Rep. Hannah Kelly 573-751-2205

Rep. Tony Lovasco 573-751-1484

The bill received national attention this week in an article in NBC’s online Today.

“Democratic state Representative Keri Ingle, who was present at the hearing, said there was "some confusion on what ectopic pregnancies are" by her Republican colleague.”

Ectopic pregnancies are 100% non-viable, and if allowed or forced to continue would result in organ rupture, severe internal bleeding, possible infertility and even death. They are the leading cause of death for pregnant people in the first trimester. –A Missouri bill could make it illegal to treat ectopic pregnancies

TELL YOUR STATE ELECTEDS TO SAY NO TO ALL ATTACKS ON INITIATIVE PETITIONS! The initiative petition process has been in place for 115 years and the MO GOP must stop trying to silence the people’s voice by making the initiative petition process harder.

Two bills have already passed the House and are now in the Senate:

House Joint Resolution (HJR) 91 Modifies the initiative petition process for amendments to the constitution. Summary here: https://house.mo.gov/billtracking/bills221/sumpdf/HJR0091P.pdf

  • Under House Joint Resolution HJR 91, once signatures were submitted on an initiative proposing a constitutional amendment, the legislature would have the opportunity to modify the proposed constitutional language. If the initiative sponsor accepted the changes, voters could ratify the measure with a simple majority of votes cast. If the sponsor opted to go with the original version, a two-thirds majority of votes cast would be needed.

  • HJR 91 also would more than double the number of signatures required to put a proposed constitutional amendment on the ballot from roughly 172,000 currently to about 350,000. If the Senate also approves the measure, it would go on the Nov. 8th statewide ballot and require support from just a simple majority for ratification.

House Joint Resolution (HJR 79) Modifies provisions for initiative petitions and referendums. Summary here: https://house.mo.gov/billtracking/bills221/sumpdf/HJR0079P.pdf

  • Upon voter approval, this proposed Constitutional amendment would

require an amendment to the state Constitution to achieve a two thirds supermajority vote for passage.

  • Specifies that the Constitutional phrase "legal

voter" is defined as an individual who is a citizen of the United

States, a resident of Missouri, and who is properly registered to

vote.

  • The resolution also requires petition signatures to place a measure

on the ballot as a Constitutional amendment to be collected in each Congressional district using a percentage requirement of 10%. Laws may be placed on the ballot using a percentage requirement of 5%.

TELL YOUR SENATOR TO VOTE NO ON HOUSE BILL HB 1462! SAY NO TO GUNS IN CHURCHES AND ON PUBLIC TRANSPORTATION!

People with a permit to carry a concealed weapon could bring their guns into churches and other houses of worship under legislation the MO House approved March 9th. The bill also would create a statutory right for concealed-carry permit holders to bring their weapons on public transportation.

House Bill 1462 if passed would:

  • Repeal an existing law that prohibits carrying a concealed weapon into a place of worship without permission.

  • Other provisions of the bill would lower the minimum age for obtaining a concealed-carry permit from age 19 to age 18

  • Make it a crime to engage in celebratory gunfire. This provision is NOT worth the risk of allowing guns in churches and on public transportation and lowering the age of concealed-carry permits.

CALL YOUR REPRESENTATIVE TO VOTE NO ON HOUSE BILL (HB) 2118!

HOUSE BILL (HB) 2118 is Republican Rep. Jered Taylor’s attempt to revive SB 666 known as the “Make Murder Legal” bill. SB 666 died in the MO senate, and HB 2118 needs to die in the house!

Under House Bill HB 2118, a person who used physical or deadly force would be presumed to have acted in self-defense and be “immune from criminal prosecution or civil action.” Not only could that person not be prosecuted, the bill would prohibit suspects from being arrested, detained or charged with a crime unless authorities can prove “by clear and convincing evidence” that the suspect didn’t act in self-defense. Law enforcement organizations uniformly opposed the measure, which seeks to create a presumption in state law that whenever one person kills another, the killer acted in self-defense.
